Community Services
Responsibilities
The Community Services Division has three primary areas of responsibility consisting of:
  • Assisted housing programs
  • Community development block grant
  • Economic development

Functions
  • Assemble land and financial packages working with federal, state and local resources with the intent of retaining and creating new jobs and businesses in Cedar Falls.
  • As a federally designated Entitlement City, annual Block Grant funding is received and disbursed throughout the community for eligible activities. The following link is the HOME Consortium Five-Year Consolidated Plan.
  • The City-wide Assisted Housing programs is aimed at providing decent, safe and sanitary housing for all Cedar Falls citizens.

College Hill Urban Revitalization Plan
The primary emphasis of the College Hill Urban Revitalization Plan is the revitalization of residential properties of both single-family and multi-family structures. Both owner occupied and rental residential properties are the target of improvement under this plan. Residential and commercially taxed residential properties may benefit from the exemption or abatement of taxes on the value added by development or redevelopment activities.

Through the utilization of tax exemptions, the City hopes to stimulate and improve the climate for residential conservation, rehabilitation, development or redevelopment in the area. The following link to the Plan will outline the eligibility and procedures for residential improvements as well as a link to the application for tax abatement in conjunction with said residential improvements.
