Pet Licensing

Bike Patrol

Currently there are 12 officers that are certified Bike Patrol members. |

Between the months of April and November unit members are patrolling by bike as much as the calls for service allows. Officers are able to hook their bikes on racks attached to the back of their squad car while they are on patrol. If emergency calls slow down they can take their bikes off and patrol without having to come back to the station to get their bikes. |

Bike Unit members use a 24-speed Trek Police Mountain Bike equipped with front suspension, fenders, equipment bag, headlight, taillight, and red and blue emergency lights. |

Building Inspection Services

Fire Department

The two fire stations have personnel assigned 24 hours a day, seven days a week. Office hours for official business are from 8:00 am to 12:00 pm. |

In general here are the highlights of the city of Cedar Falls open burning regulations. *Bonfires must have Fire Department approval. *Grass and leaves MAY NOT be burned. *Fires used solely fo rthe cooking of food is permitted. *Recreational fires are permitted under the following parameters:
- Must be supervised by competent person at least 18 years of age.
- Must be 20 feet from any building.
- Must be in a fire pit or contained area, such as an incinerator or fire ring.
- Must be between the hours of noon and dark (it is considered dark when street lights turn on), after dark needs Fire Department approval.
- Cannot burn leaves or grass.
- Twigs and sticks must be at or less than 1½ inches in diameter.
*Burning of garbage or rubbish is prohibited.
*No burning is allowed on a street, alley or boulevard. *No burning is allowed in commercial, industrial, or shopping districts. *Burning of building materials is prohibited without Fire Department approval. *The Fire Department can prohibit any fire type that has received a complaint. *Sticks and twigs from your own property may be burned, if:
- They are in an approved incinerator with a maximum capacity of 30 gallons, metal with a lid and ventilations holes.
- Must be 20 feet from any building.
- Used only from noon til dark, unless otherwise approved by Fire Department.
- Must be supervised by competent person and must be attended at all times.
- The sticks or twigs can be no larger than 1 ½ inches in diameter.

Currently, under various medical and traumatic injuries first responses we have fire personnel respond with Sartori Paramedics. We do not respond to all medical calls, but we do respond when called for breathing problems, heart trouble calls, stroke, falls and other traumatic injuries. The reason we respond with the paramedics is that often on a major medical response or traumatic injury response the paramedics need additional help to perform specific tasks in the treatment of a patient. In addition, depending on the medical call fire personnel may drive the ambulance so that both paramedics may assist the patient. |

Generally, the answer is no. The only time we would consider assisting a citizen unlock a door is if there is imminent danger to someone’s life. |

Unfortunately, as much as members of the Cedar Falls Fire Rescue would like to help get your cat out of the tree, for liability reasons we do not perform cat rescues. Your best bet would be to call the Cedar Bend Humane Society at 319-232-6887 for ideas on how to get your cat down from the tree. |
Government

Hostage Negotiation Team (H.N.T.)

The H.N.T. can assist in “keeping the peace” while individuals divide their property but they cannot assist in actually dividing the property. |

In most cases the H.N.T. is not called out for “hostage” situations. They are more likely apt to be called out to assist the M.I.R.T. Team with a subject that has barricaded themselves inside their home for one reason or another. |
Investigations

Currently Cedar Falls has the following officers assigned to the Investigative Unit. Two general investigators that work follow up on crimes. A crime scene investigator, who specializes in photography, fingerprints, etc. A school resource officer who is assigned to the junior highs and high schools in the City. Any or all of these officers could be called in to assist in a case at any time. |

Victims of sexual assaults can do several things that will aid police officers in the investigation of the victim’s case. Though it is sometimes very hard and embarrassing, one of the best things a victim can do is report the sexual assault immediately. As time goes on, physical evidence may be lost as well as the victim and other witnesses’ ability to accurately describe to officers what had occurred. A victim of sexual assault should not shower, brush their teeth, drink anything, or use a bathroom if at all possible. Taking these steps can ensure that physical evidence is not lost before a sexual assault evidence collection exam is complete. |

Knox Box Program

A Knox Box is a key box placed on the exterior of a commercial or industrial building for rapid entry use by fire department personnel. |

A fire department key box must be installed in commercial or industrial buildings which have fire detection, fire alarm, or fire suppression systems. A fire department key box is also required for residential property consisting of six (6) or more residential dwelling units. |

The cost of purchase and installation of each fire department key box shall be paid by the building owner. |

Major Incident Response Team (M.I.R.T.)

The M.I.R.T. team is utilized whenever an incident requires the use of specialized personnel, equipment, or training. Members of the team are trained in various specialty weapons and tools to be used in high risk situations. |

Most often the M.I.R.T. team is used to serve warrants where there is a high possibility that someone has a history of using, or owning, dangerous weapons. The team also gets most of its calls on people that have barricaded themselves, and possibly innocent bystanders, with a threat of bodily harm. |
Parking

Parks Division

You can find the park reservation form on this site. It should be filled out and emailed or sent to the Park Division. Keep in mind that there are restrictions related to the use of alcohol and amplified music. Shelters will need to be rented through the Recreation Division. |

After you have first talked to your neighbor about your concerns and believe they are not attending to the matter, the Park Division can address the situation. Keep in mind that we cannot address this matter until the grass or weeds reach 12” in height and it may take as long as three weeks to work through the required notification process. |

Yes, each squad car in Cedar Falls has a computer in it. From this computer the officer receives his/her calls. The officer can run driver’s license checks, registration checks, warrant checks, and issue citations and warnings. The officer can also write his/her reports if they need to from this computer. |

- We do not accept #6 plastic/ styrofoam.
- Used motor oil and used oil filters will be accepted free of charge at the Transfer Station located just south of the Recycling Center.

The Main recycling facility is open Monday through Friday: 7:00 am until 6:30 pm, and from 8:00 am until 3:00 pm on Saturdays. Roll off recycling containers are available at the Thunder Ridge Fareway, west side of WalMart, Panther Parkway near the UNI Power Plant, Point West Condos and Windgrace Communities. The recycling substations are open 24 hours, 7 days a week. These containers will accept newsprint, clear glass, plastic, tin cans and cardboard. |
Refuse

Large items are picked up each week day under the following conditions: 1. Appointments must be made for this service by calling the Public Works Department, (319) 273-8629, between the hours of 7:00 am and 4:00 pm (Monday through Friday).A listing of the items you wish to have picked up MUST be given to the office and placed on your curb no later than 7:00 am on your appointed day for pick up. Appointments are limited to ten (10) stops per day. 2. Couches, chairs, recliners, carpet, carpet padding, sinks, toilets, television sets, mattresses, box springs, doors, windows, disassembled swing sets, outdoor grills, gutters, downspouts (cut into lengths no longer than eight (8) feet) and bicycles may be placed at the curb for pick up at no charge to those residents of Cedar Falls paying for the monthly refuse pick-up. 3. There is a $7.50 pick up fee for such items as washers, dryers, refrigerators, stoves, water heaters, dishwashers, de-humidifiers, air conditioners, computers and microwaves. This charge will be added to your monthly utility bill. Fees for an automobile tire off the rim is $2.50; auto tires on a rim are $5; truck tires are $6.50 and a truck tire on the rim will be billed at $9. 4. All items to be picked up must be listed with the Public Works Department. If not listed, items will not be picked up. The Public Works Department office is open Monday through Friday from 7:00 am to 4:00 pm. You may reach the Public Works Office at (319) 273-8629 during office hours. |

Normally, your refuse will be picked up the day preceeding your normal pick up day. If the preceeding day is a Monday, your refuse will be picked up the day after your normal pick up day. Mondays are set aside for yard waste only. During the week, in which Thanksgiving falls, there will be NO PICKUP of refuse on Thanksgiving day or the Friday following Thanksgiving Day. During that week, Friday's route will be picked up on the preceeding Wednesday. Thursday's route will be picked up on the preceding Tuesday. Yard waste days are not made up. Yard waste pick up and the operation of the transfer station for yard waste only will be deferred until the next Monday. Large items will still be picked up on Monday, Tuesday and Wednesday of the week in which Thanksgiving falls. |

There is no cost to obtain a yard waste cart. The only time there is a charge is when the cart is emptied. The rate effective July, 2008 is $7.00 per dump. |

Effective July 1, 2008, The 32 gallon cart rate is $9.00 per month; the 68 gallon cart rate is $17.00 per month and the 95 gallon cart rate is $26.50 per month. |

The carts, by ordinance, may be placed for pickup no earlier than 6:00 pm on the day prior to your refuse pickup day. The cart must be removed by 8:00 pm on your scheduled pickup day. |

The time limits, for leaving the carts out, are established by City Code. Letters are sent out to those citizens who do not comply with the code. Non-compliance with this code is a municipal infraction and a fine may be assessed. The letters from the Director of Public Works are used for the purpose of informing citizens of their non-compliance. Continued disregard of the code will incure a fine. |

If the tree is free of flocking, tinsel, stands, ornaments and metal, it is considered to be a "clean" tree and may be considered to be yard waste. It can then be picked up on Mondays (yard waste day). An approved Cedar Falls christmas tree tag must be attached to a part of the tree and the tree must be cut into lengths, no more than four (4) feet. It can also be brought to the transfer station during normal hours for disposal. If the tree is not a "clean" tree, it would be considered as garbage and the refuse rules would apply; the tree would still have to be cut into lengths of four (4) feet and have a Cedar Falls christmas tree tag attached to it. Reserve Unit
|
|
Applicants must be a minimum of twenty-one years old and must possess a high school diploma or GED. Applicants must also have a valid Iowa Driver’s License with a good driving record. The City of Cedar Falls provides Reserve Officers with the necessary equipment and uniforms to fulfill the position. |

The position of Reserve Police Officer is a volunteer position. After two years of service Reserve Officers will receive a monetary stipend each year after that. |

Reserve Officers ride with career officers to provide support or if they have the proper amount of training are allowed to ride in tandem providing the same services as career officers. Reserves are also called upon to represent the Police Department during several public events. They provide escort services, parade detail, and called upon to serve heavily during the Sturgis Falls Celebration, UNI Homecoming, and UNI Finals week. |
School Resource Officer

As a School Resource Officer I conduct classroom presentations on various topics such as drinking and driving, search and seizure, underage smoking, drug/alcohol violations in school, assist administration with harassment between students, assaults/fights between students, parking complaints on or around school campuses, runaways, follow-up on cases assigned to me, and attend staff meetings. |

I believe the most important role as a School Resource Officer is to assist in providing a safe learning environment for all students and staff. |
Sewer Systems
|
|
If water is backing up in your basement and you're not using any water, there is a possibility that the problem is in the city's sewer main. Call the Sewer Division immediately at 273-8668. This number is answered 24 hours a day. After hours you will get a short recorded menu. Stay on the line and you will be connected directly to the city's on-call emergency sewer crew. There is no charge for this service. If the city's sewer main is functioning properly, the problem is within the property owner's service and you'll be advised to contact a private sewer cleaning company. On the other hand, if the backup occurs only when you are using your facilities, the problem is more than likely within your private service line and you should call a drain cleaning company. Look for them in the Yellow Pages under "Plumbing Drains & Sewer Cleaning". |
Smoke Detectors

Because smoke detectors can save your life - and your family. Most fatal home fires occur at night, while people sleep. Fire produces toxic gases and smoke that actually numb the senses. If you're asleep, or become disoriented by toxic gases, you may not even realize that there is a fire. You can't rely on your own senses to detect a fire. |
|
|
Yes. Almost every day, news reports across the country tell of cases where smoke detectors have saves lives. In several instances, the detectors weren't even installed, yet alerted families to fire. Fire officials continually cite smoke detectors as life savers in home fires. |
|
|
Ionization models respond slightly faster to open flaming fires while photoelectric respond faster to smoldering fires. Ideally a home should be protected by at least one of each. If you can afford just one detector a photoelectric is recommended. Photoelectric smoke detectors use either an incandescent light bulb or a light emitting diode (led) to send forth a beam of light. When smoke enters the detector, light from the beam is reflected from the smoke particles into a photocell sensor and the alarm is triggered. The ionization chamber smoke detector has a small radiation source that produces radioactive material, electrically charged air molecules called ions. These ions cause a small electric current to flow in the chamber. Smoke particles entering the chamber attach themselves to the ions, reducing the electrical flow. The change in current sets off the alarm (horn). |

Snow & Ice

Our main goal is to provide an expedient and efficient ice & snow control operation. During a snowfall event ice & snow control activities will strive toward keeping major arterial streets passable for emergency vehicles and for high volume traffic flows. After the event has subsided crews will concentrate on the remaining city streets as promptly as possible. Cleanup and additional ice & snow control may follow for several days after the initial plowing. |

Absolutely, it's essential that the city have a well organized plan to respond to ice & snow events as rapidly as possible. First, our plan sets major arterial streets as the top priority. Second priorities are collector streets that run through residential areas and finally all residential area streets in the city. All plow routes have been pre-determined and have personnel and equipment assigned to specific locations. |

A Public Works Supervisor is on call 24 hours a day. When an ice & snow event is predicted or frost is anticipated the “on call” supervisor will closely monitor the situation as it develops, then make a determination on what action should be initiated. The Police Department also provides a vital service by notifying P.W. Supervisors of street conditions. |

Determining when ice & snow control measures need to be initiated is a difficult task. Each ice & snow event is unique. Many factors are used to determine the level of service needed and also when to start. Some of the factors that need to be considered include the moisture content of the snow, the intensity of the precipitation, wind speed, air and pavement temperatures, time of day and the forecasted duration of the storm. |

It’s a possibility. If weather conditions were so severe that ice & snow control activities were ineffective or a concern for the safety of personnel existed, operations could be postponed and then resumed when the extreme weather conditions subsided. |

Depending on the severity of the event and the level of service required as few as 5 to 6 truck plows with material spreaders may be utilized to deal with minor situations. In the case of a full ice & snow control event the city can dispatch 20 truck plows, 2 motor graders and 2 or 3 front-end loaders. |

The two principal materials utilized during winter weather events are road salt and sand. Road salt may be applied in a granular form or as a liquid (salt brine). |

During extreme weather conditions the city may declare a snow emergency. In the event that a snow emergency is declared, vehicles are prohibited from parking on streets marked as a snow emergency route until the snow emergency has been canceled. |

Plow operators often get accused of maliciously dumping snow at the end of driveways. That’s not the case at all. The snow needs to be removed from the street. Plows are angled so the snow will be moved to the side of the street where the snow gets placed on the city right-of-way. Unfortunately that is also where driveway entrances are located. |

Cul-de-sacs are the most time consuming streets to plow. Cul-de-sacs are definitely difficult to plow mainly because of the radius of the street, which limits maneuverability. They also generate the most complaints because of the limited space to stockpile the snow. |

Minor drifting is not uncommon and can typically be handled with truck plows. Prior to the arrival of winter weather, a snow fence is erected at selected locations to minimize the potential for major snow drifting. In the event that we do experience some major drifting the city has large v-plows and loader mounted snow blowers that can handle almost any situation. |

City ordinance states that property owners are responsible for clearing the natural accumulation of ice and snow from sidewalks abutting their property in a reasonable amount of time following the end of and ice or snow event. |

Residents are welcome to come to the Public Works Complex at 16th and State Streets where both salt and a salt/sand mixture is available for residents use. Also, sand barrels are placed in various locations throughout the city. See the plow route map for sand barrel locations. |

There are specific postal regulations that spell out the height from the street to the bottom of the mailbox and also the set back from the street curb line. City plows are setup so they will not contact a properly installed mailbox. |

The city does have an ordinance that specifically applies to that situation. The ordinance prohibits depositing any accumulation of ice or snow onto the traveled portion of a city street. As a side note, if a resident hires a private plowing contractor to clear their driveway, be sure they do not plow the snow from the driveway out into the street. |

Yes, if its possible, following the end of an ice & snow event, find off street parking for your vehicles. Also limit your travel until after the streets have been plowed. If you must travel, be cautious, remember plows travel slower than other vehicles and they require frequent backing. |

Many things determine when the snow plows are sent out: the rate of snowfall per hour; the moisture content of the snow; the ambient temperature of the air; the temperature of the pavement; the wind direction, its velocity; the time of day; the day of the week; and the forecast of the predicted snowfall to come. Unless extenuating circumstances make it inadvisable to do so, snowplows are activated when three (3) or more inches of snow have fallen on the ground. |

Sidewalks are required, by ordinance, to be cleaned of snow and ice within a reasonable amount of time. The reasonable length of time is considered to be twenty-four (24) hours after the ending of a snowfall. If this is not done, the Public Works Department may have the sidewalk(s) cleaned and the property owner or resident billed for this service. |

Training Unit

In-service training consists of any necessary certifications/renewals, other police related tasks, and at times presentations from community organizations about social problems or issues that officers may encounter in their duties. Our officers also attend training sponsored by other agencies, usually in specialized topic areas. Much of the time, the outside training is for the officer to become an instructor in the specialized area. This allows for that officer to take what they have learned and disseminate it to the rest of the department. |
Water Reclamation

Storm water is collected separately from wastewater collected in the sanitary system. Storm water typically drains into intakes along the edge of the street. It does not go through any kind of treatment system and ends up in the river. All sanitary wastewater is treated extensively at the water reclamation facility on East 4th Street before it is released into the river. |

About eighty percent of the time this is the result of a problem in the homeowner's plumbling; a buried line in the basement floor, or between the basement and the city's main has become restricted and needs to be cleaned. You can rent the needed equipment and do-it-yourself or call a plumber or drain cleaning company. Rarely, there could be a problem developing in the city's main sewer line. Call the Water Reclamation/Sewer Division at (319)273-8668 to have a city crew check it out. |

Heavy rain can cause infiltration and inflow problems that overload the city's sanitary sewer system. Some of the city's sewers are nearly a century old. When the ground is really wet some of that water can infiltrate through cracks into the sanitary sewer. The city has an ongoing maintenance program to seal up those leaks and upgrade the system. Inflow problems are magnified by people diverting sump pump discharges into the sanitary sewer instead of out on the lawn or into the storm sewer where they belong. |
