SECTION 8 HOUSING CHOICE VOUCHER PROGRAM

The Section 8 Housing Choice Voucher Program is a rental assistance program funded by the U.S. Department of Housing and Urban Development. To be eligible for Section 8, a household must first meet income requirements.  All Section 8 participants must have an initial gross annual income of less than 50% of area median income. Under the program, the tenant pays a minimum of 30% of their income toward their housing costs.  The program pays the difference between the rent amount and household income, up to a set payment standard.

OFFICE HOURS

Monday–Friday from 9 am–4 pm or by appointment. The office is normally closed for the lunch hour from 12–1 pm. Appointments are highly encouraged.

HOW TO APPLY

The Waiting List for Section 8 is currently closed and no new applications are being accepted at this time. The list will re-open after January 1, 2019.

REASONABLE ACCOMMODATION

We want to ensure equal access and participation of all persons interested in our housing programs. If you have a disability requiring an accommodation for participation in the program, please let us know. To request a Reasonable Accommodation you must complete and return the Reasonable Accommodation form. Examples of an accommodation may include:

  • A change in the way we communicate with you or give you information;  
  • A person-to-person meeting to help explain program rules;  
  • An interpreter (sign language for hearing impaired);
  • Large print documents (for visually impaired);
  • A change in a rule or policy that will provide an equal opportunity for you or your family to participate in the program.

LOCAL PREFERENCES  

Cedar Falls has adopted local preferences as outlined below. Applicants will be assigned applicable local preferences, based on the documentation provided with the application.

PREFERENCE 1 Families with dependent children under the age of 18, who have legal domicile in Cedar Falls or work in Cedar Falls.

Elderly Head of Household (62 years or older).

Disabled Head of Household.

Photo ID and social security cards for all adults.

Birthdates /social security number for all dependent children.

Lease or utility bill in the name of the applicant, showing residence within city limits of Cedar Falls (if applicable).

Letter or paystub from a business operating in Cedar Falls (if applicable).

Receipt of SSI or Statement of Disability form (if applicable).
PREFERENCE 2 Families with dependent children under the age of 18, who do not have legal domicile in Cedar Falls. Photo ID and social security card for adults.

Birthdates and social security numbers for all children.

PREFERENCE 3 Single non-elderly, non-disabled individuals. Photo ID and social security card.

WAITING LIST

The Housing Choice Voucher program is not designed to serve as an emergency rental assistance program. Due to limited funding and the time required for processing applications, the wait for rental assistance can be a year or more for current residents and several years for non-residents.

After your application is complete, you will receive a letter confirming your approval for the Waiting List. When you receive your confirmation letter,  you do not need to take any action unless your contact information or preference status has changed. Once your name comes to the top of the Waiting List, you will be notified by mail. It is the responsibility of the applicant to keep contact information current by completing a Change of Address / Update Application Form.

Due to the number of applications on file, calls to inquire about your number on the Waiting List are discouraged. If you are contacting the office to ask about your number on the Waiting List, staff will only advise you of the anticipated wait time for assistance.

PARTICIPANT INFORMATION

Your rental assistance is important. We want those who qualify to have every opportunity to participate in the program. All participants have certain responsibilities to ensure the funds are being properly spent and to make sure that the participant is paying the proper amount of rent that is affordable and correctly calculated. Participants who do not accept their responsibilities will be terminated from the program.

PROPERTY OWNERS / LANDLORDS

Owners interested in participating in the Section 8 program may contact the Housing Assistance Office at (319) 273-8669. To participate, owners must have no ongoing code enforcement issues and must meet all other local rental property requirements. Properties must pass an initial Housing Quality Standards Inspection. Units are inspected every other year after the initial inspection.
